Paul -
    Good question. Functions of shorting plug are two that I'm aware of:
1. To protect (short out s) the main super-con switch from possible
high voltage in case of a quench. Loss of the main supercon switch
is likely time for returning the magnet to the manufacturer for
repair.

2. Keep the energizing plug in the helium space free from possible
air-ice over the years. Air-icing could make reinserting the
energizing stick difficult to impossible.

What is the motivation for leaving out the shorting plug?
