I always check my 2.5 mm rotors under a stereo microscope to make sure nothing
is adhered to the sides of the rotor and to check the proper seating of cap
and bottom plug. Then I check the blades on the top, looking for bends, wear
and so on. Once in a while the plug removal tool will cut into the blades. If
that isn’t the issue then the packing of the sample may be uneven.
This is assuming that other rotors spin fine. If not it could be the fiber
optic sensor needs to be cleaned.
