My predecessor set us up to use the then-free Booked Scheduler software. We
are a medium sized facility with a few dozen users users and four instruments
and this software works very well for us, users make an account, can see all
the instruments available and book time on either the day or the night queue
in 10 minute blocks (they can book multiple blocks). It's fairly minimalistic
(which is a plus in my opinion) and not super great for accounting purposes
although you can use it to export raw data to an xml file, but be prepared to
write your own macros in excel to organize it all. The devs have, like everyone
else these days, gone to a subscription model but the original unsupported
software is still available on their github page here and works great:

If you have a place where you host a lab website, you can see if your IT is
willing to install it. Then users can sign up for time whenever they want
from their pc/phone etc.
