University Survey: charges and chain-of-command

Ammrlers,

UNM chemistry has hired two new (senior) faculty members, and as a
conswquence, is planning to purchase a new NMR. We are starting the
grant-writing process and two points of contention have come up. UNM
does not charge chem dept. members for NMR time (or Xray, or elemental
analysis, or electronics support...). I report (such as it is) directly
to the chair.

Our new faculty member is horrified by these two points, and feels that
NSF would be equally horrified. He wants to start charging for
instrument time, and thinks an instrumentation committee must be set up.
(Of course, no one here agrees with him, but I am hoping to get some data.)

I know Vera is compiling a list of facility charges, but my survey
questions are:

1) Are there any University facilities that charge nothing to department
users? This would imply that _all_ costs (salaries, benifits, supplies,
repairs, upgrades?, etc.) are paid for by the dept.

2) To whom do you report? Or, what would you write on a grant proposal-
the NMR manager reports to the chair, or to a committee or ???

Thanks a lot,

Karen Ann
