facility charges

I think the subject of facility charges might be an ideal one to take up
with the assembed AMMRL at ENC this year. Making sure you are on the
right side of the rules regarding charges to federal grants is very
timely, given the number of audits going on at research universities
across the country. Things that we might like in a chargeback policy,
e.g. it's convenient to administer, or provides a way to distribute usage
more evenly among different instruments or times of day, may be orthogonal
to what auditors are looking for. It'd be very useful if we could hear
from some people who had been through audits, and maybe even get someone
from a granting agency to come out and talk. (Shouldn't take too much
arm-twisting to persuade someone to come to Asilomar). Just my $0.02.
