We had exactly this problem (we could not topshim on lock signal but could
topshim on 1H). We also received the same picture while trying to calibrate/measure the
deuterium 90-degree pulse. We identified that that was not the 2H signal but some
spurious signal - it was not at 4.7ppm but at 3.7ppm. In our case the culprit was
on TCU board, apparently the contacts oxidized on the cable connecting TCU and the
amplifier of the 2H channel. So, we cleaned the contacts of the T2 plug and the real
2H signal showed up after this.
