Thanks all, this might sound dumb but how do I remove the fan rack from the
AQS without...taking the whole thing apart? I can see the fans (and if there's
one spare part I have plenty of it's fans), but I don't know exactly how to
access it without taking out all the cards?

The wall power is filtered through a UPS it is supposed to provide clean line
power but for what it's worth, we've observed this issue without the UPS
as well. The mains selector on the back is set to 195-215, which I believe
is correct. Is there anything else I should check as far as power goes?

I'll attach a video of the erratic spikes here (it's in a google drive folder
because I'm not sure how groups.io handles attachments. I've removed the audio.)

That REF-22 board has been on my radar as well. I have seen used boards that
are not too unreasonably priced so I may replace that also. You don't suspect
anything in the BSMS/2? I haven't really checked much except the 10MHz signal.
