I had a similar problem with tol-d8 a while ago (would not lock on one
spectrometer (Av3) and would lock fine on another (Av3HD)). All of the
lock settings looked the same in the dialogue boxes, and the sweep amplitude
was the same as well (3.0).

I was advised to make a new lock file for the solvent right from scratch (ie.
not copying a similar solvent and starting from there). And then the problem
was solved.

When I went into the solvents.xml file, the only difference between the 'bad'
(old) and 'good' (new) files was a tag saying NoAuto="true" in the bad
one, and this tag was not even present in the good one. I'll point out
that the bad one was produced when the spectrometer was new and using
TS2.(something), whereas the new one was produced using TS 3.6. When I
changed NoAuto="False", the bad file worked ¯\_(ツ)_/¯.
I also point out that for all of the other solvents with two peaks
(eg. THF-d8, CD3OD, Acetic acid-d4), this tag was also set to "True", yet
the locking seemed to work fine (for THF & MeOD at least).
