We use integration of 19F regularly in quantitative situations with good results especially if the resonances are closs. Its not as easy as 1H if the resonances are spread out over a large window.
We also integrate 31P but prefer to use peak height and a calibration against a weighed in standard.

We do integrate cellular/ tissue metabolites in 31P-NMR - using an MDP (-18 ppm) standard sealed in a capillary.
13C-NMR is more complicated, I believe. Not sure about 19F, but, I think possible.
