cost recovery

My administration here wants to know what standard operating procedure is
across American academe for cost recovery in NMR facilities. They want to go
to TOTAL cost recovery including my salary and benefits instead of just
overhead recovery.

This will cause my rates to go from their current $8/hr to about $50/hr and
that should put me out of business quickly. The last Garber survey on these
issues is out of date and a little unclear on whether salaries are recovered
by spectrometer charges.

I'd appreciate messages from academic lab managers on whether you recover
salaries and how you do it. My facility is only able to bill about 3000
spectrometer hours per year, 4000 tops.

We're all going to be under more pressure as government retreats from
funding academic research, so I'll post a summary. Also, I may be looking
for a job in a year or so - keep me in mind!
