HEllO RUSS,
The easiest way to fill Liquid Helium, without Helium Cylider for
pressurising is to use a strong baloon and fix it to the pressuring port.
Open the valve to let the baloon fill with Helium gas from dewar and as
soon as the baloon gets sufficient volume, compress the baloon with two hands
to push the He Gas back to dewar, this method if repeated few times would
increase the dewar pressure to about 1 to 2 PSI, sufficient to fill Liquid
Helium.
Keep monitoring the dewar pressure, should it go down, repeat the
process and you are back with required pressure.
Best Luck.
